Each year, USA employers seeking highly skilled foreign professional workers submit petitions on the first business day of April to USCIS for the limited pool of H1B nonimmigrant visa numbers available for the coming fiscal year, which are capped at 65,000 for new hires and 20,000 for those who graduate with a master’s or doctoral degree from a U.S. university that meets certain requirements.

Companies eager to hire foreign talent, mostly in the tech sector, and workers hoping for jobs in the U.S. have found ways to game a government lottery used to distribute a limited number of visas each year.

Demand for H-1Bs, which was not as high as some expected this year, has nonetheless surged in recent years with the improving economy, climbing from 124,000 employer-sponsored applications submitted in 2013 to 172,500 in 2014 and 233,000 last year. The visas, which allow people to stay up to six years, are awarded through a random lottery.
